sachistu: The colors are reversed. Jacobs had White and Blackburne had Black. This is confirmed in the BCM tournament crosstable for Cheltenham 1913 page 363 with Jacobs winning.

Surprisingly, BCM itself creates the confusion by giving the game (on page 419) with notes by Amos Burn from the Liverpool Courier. Apparently, Burn was given the score indicating Blackburne as White. Hence, his interesting first comment (after 2.f4) "Blackburne plays Jacobs' own favorite opening against him.".

Additional confirmation of the colors comes from John Saunders over at Britbase. I will submit a correction slip.
