If you have a look at the game collections it's been included in you'll notice that they center around the Caro-Kann (apart from the game collection on their match). That added to the fact that Sokolov didn't lose (losses never become notable games of the loser) and that his games migh not that often show up in game collections (in contrast to his opponent's games) makes this one of his notable games.
Jul-25-09  M.D. Wilson: Surely one of his wins is more notable? Some losses and draws can be notable, too, but this game, at least in my opinion, isn't one of them.

The notable games list is automatically compiled this way (number of game collections, win or loss) and the quality of the game doesn't matter that much. Actually, there are much worse cases like Kharlov vs Kramnik, 1990 which is one of Andrei Kharlov 's notable games thanks to the Kramnik bashers.
