Well, after 17.Bxh3 Bxh3 18.Nf4 Bxf1 19.Rxf1 Qf6 white is hardly "consolidated" and he is also a piece and some pawns down. Of course, 18...Qg5?? would be a blunder for simple 19.Nxh3. A bit better seems to be 17.Bxh3 Bxh3 18.Rf2, but after 18...Qg5 or 18...Bg3 black is still far ahead with material (two Bishops and two Pawns for Rook) and still attacking and so white's resignation has come in proper time, especially in correspondence game.
