  PawnSac: After 38.Qxh6 black can play some such moves as ..Bb7 39.Qf4 (there's no point to Qh8+ which can put the queen out of play. The e5 pawn is threatened)
..Bxf3 40. gxf3 d2 41. Qxd2 Rxe5 42. Rxe5+ Qxe5+ 43. Kg2 Qxf6 and it certainly appears black can draw the ending.

white doesn't want to give up his initiative with Qxh6 but is looking for better play

At first glance it is not obvious what white plans.
On the defensive side, if ..d2 40.Nxd2 Rxd5 41.Qg3

but as for his attacking plan, it's not clear.
White is hanging the F pawn, so maybe that's part of the plan: After 39.Qg4 if ..Rxf6 40.Qg3 Re6 41.Nd4 Re7 42.Qxd3 would be consistant with white's previous 38.Qa4+ inducing ..b5 to block the d3 guard.
And now not 42. ..Rxe5 42.Qg3 f6 43.Nf3 and white is winning.

48.Qxb5+ Kxb5 49.pd8=Q+ also wins, but with a little more difficulty.

  Phony Benoni: 39.Qg4 is a typo for 39.Qf4, which certainly makes more sense and explains Black's 39...g5 as well. (This is from the Tournament Book. Yes, there was one.) The rest of the score seems correct.
