Since White gives up the queen in return after 18.QxRf8+ KxQf8, perhaps this should not be regarded as a double rook sacrifice in a technical sense, but there is a resemblance. Allowing the first rook to be taken seems to be something of a sham sacrifice upon closer examination.

The inviting 16...b6!? and 17...Ba6 are odd-looking but shrewd tactical moves. If White "logically" retreats the cornered Queen after the first rook capture 17.QxRa8 followed by 18.Qd5 or 18.Qxa7, then 18...Qf6+ skewers and wins the White Rf1. This would leave both armies having lost a rook, but Black has additional pressure in the White camp.

After 19.Re1 as played to save the rook, White is down two pawns at that point with a dangling isolated pawn and a softer center, so it's an uphill battle.
