To me there must have been good chances for Radjabov to win this in Vallejo's time trouble, at least I don't see the draw, but that can have other reasons than that there isn't one there...

  acirce: Instead of entering the very bad knight endgame that White forced after 29..Nd8, Black could have defended the e6-pawn indirectly with 29..g6 (30.Nxe6? h5!) and at the same time denying White's queen access to h5. 30.Qxe6 Qxg5 31.Qe8+ Kg7 32.Qxc6 Qxg2+ is a draw.
