  whiteshark: 28... a5 ?? is a big blunder.
28... Te2 should keep the position in balance.
In the final position (after 30... Rf7) white could easily win with 31. Qe8+ Rf8 32. Qg6+ Kh8 33. h3 when his King is safe and a bishop more is on his side. I guess time-trouble / lost by time

  Domdaniel: This isn't the only mystery. If the White player is Arno Nickel, then he was aged about 38 in 1990 -- about 20 years too old for an under-18 championship, which is how the event is described (both here and in the Chessbase database).
