It's a draw until the 84th move, where Stefanova would have kept it drawn with Ra6 and there's no progress for white. On the other hand Stefanova won from a lost position against Sebag, and secured first with a short draw in the last round, so this mistake didn't turn out to be too costly.

As you mentioned, Stefanova could have drawn with 84..Ra6, eg 85.Kd8 Kf5 86. Re7 Kg6 87.Ke8 Ra8+ 88.Kd7 Ra6 89.e6 fe6 90.Re6 Ra7+
