No, you are incorrect. The position after 35. Rc7+ Rd7 36. Rxd7+ Kxd7 is dead drawn. 37. Kd3 Kc6 38. Kc3 Kb7!
Black just shuffles his king back and forth between b7 and a7. If white plays Kb4, black replies with ...Ka6, winning the a-pawn.
However, after 33... Rxb5 34. Rxb5 axb5, white does not play 35. Rc7+?, but 35. Rb1, and black can't defend the b-pawn.
