  Phony Benoni: I think you can get away with a lot if your opponent moves one knight seven times in the first nineteen moves before trading it off, while the other knight never moves at all. Then there's the rook which recaptures a pawn, scurries back home at the first sight of trouble and never stirs again.

Of course, that's a silly way to look at it. The impression I get was that White was playing tentatively, if not timidly, and was in no state of mind or position to effectively counter Black's aggression.

So it wasn't the pawns. It may not seem that way, but Black made only two more pawn moves than White.
