  An Englishman: Good Evening: 4...h6 seems quite iffy, but it appears that White must play with a bit of imagination to secure the edge. Nf3 at various points doesn't press Black enough; as in this game, White must follow with 5.Bc4, 7.N1e2, and 8.0-0. 9.f4 might be even better than the speculative text.

Of course if black king takes b5-rook, then e6-pawn can not be stopped without white king invading the kingside (and black king simply cannot handle all the threats anymore):
