if 28 Qxc6 Qb4+ 29 Kc1 d5 (the discovery attack on the Queen was the point of the piece sacrifice) 30 Qc7 d4 31 Nd5 Qb2+ 32 Kd2 dxe3+ 33 Ke2 Qb5+ 34 Rd3 Rb7 35 Qxe5 Bf8 36 Rg5 Qa4 37 Nxe3 White is two pawns up and Stockfish 030916 64 gives +1.70 30/77 indicating a bigger advantage than the game.

28 Kc1 is not as forcing, and in hindsight, makes a move with the King that will be forced anyway.
