Antoine Maurice (Moritz) Anthelme Billecard was born in Lure (Haute-Saône), France. As an adult, he lived in Algeria which, at that time, was a French territory.

He tied for 14-15 at 12th DSB Congress, Munich (1900), and 20th in the Ostend 1907 chess tournament.(1)

  keypusher: It's funny, between this guy and Moritz Porges I think of Moritz as a punching-bag name.

Which is quite wrong of me. Billecard and Porges were strong enough to get into super-tournaments where they were overmatched against the likes of Lasker, Rubinstein, and Charousek. Then, as it happened, those super-tournament games were the only ones (or almost the only ones) that made it into this database; the hundreds of other games that Billecard or Porges won aren't here.

Is Moritz just a nickname or derivation of Maurice, by the way?

  MissScarlett: C.N. 7312: <Drawing attention to the remark in The Standard that Billecard ‘entered the Hastings Amateur Tournament under a pseudonym’, our correspondent comments:

‘The only participant in the Amateur Tournament who was living in Paris was “Flies”. He finished last in his section.’

That section was won by H.E. Atkins, and the overall victor of the tournament (which took place on 19-24 August 1895) was G. Maróczy. The report on pages 373-376 of the September 1895 BCM referred to ‘Monsieur Flies, of Paris’.>

The <Standard> of August 19th 1896, p.6, previewing the Amateur contest due to start that day, lists Edward Owen Jones in Section I, so Billecard was evidently a late replacement.

His presence in both Hastings and Nuremberg suggests Billecard was either a well-to-do young man or a journalist covering the events.
