<Caissanist>,
Those 23 titles include 6 in a row from 1983-1988 and 15 in a row from 1993-2007.

Caissanist: According to chess-results.com he won this year's event as well, 2 1/2 points ahead of the second place finisher. It would seem that the only times he doesn't win his country's championship are when he doesn't play (he didn't last year) or when the event isn't held (as happened the year before).

Caissanist: It turns out that Wikipedia has a page specifically for world records in chess. The record for number of times winning a national championship had been listed as 20 (Ortvin Sarapu); Flores has obviously surpassed that, so I have updated that page, as well as this one, to cite Juarez as the record holder.
