Gryz: My guess would be that this is indeed a game played by GM D. Gurevich. Both Gurevich and Malinin were born in 1956. That would make this a game between two 11-year old Russian kids. Who were both talented enough to become Grand Masters later in their lives.

Gryz: Read my comment, waustad. It was only a few lines back. Hoogeveen is the host of the annual Unive chess tournament. All 4 Dutch players have played in that tournament before. So yes, they all have been to Hoogeveen.
