marcus13: In Chess psychology by Angus Dunnington, he quotes 45.Kxh3 as an error and he say that the best line for black is 46.Qf1 Rg3+ 47.Kf2 Rxf3+ 48.Kxf3 Qxf1+ 49.Ke4 and Black has nothing better than a perpetual check so the title should be black to play and draw.
