Carlos Jauregui Andrade was born in Santiago, Chile on September 14, 1932. He was a participant in many Chilean Championships from 1951-1974, but he never finished higher than second place in any of them. He represented Chile in the Chess Olimpiads in 1956 and 1964.

In the mid-1970's he moved to the Canadian province of Nova Scotia. He was a participant in the Canadian Championships in 1978, 1981 and 1987.
