Yes, this discrepancy isn't explained by S&V. Maybe there were adjourned games played off on the 21st or there was a closing ceremony (although such formalities are usually disregarded).

S&V: <After playing some superb chess, Alekhine must have been intensely disappointed with his placing in this event. His loss to Nielsen came on the day following a strenuous simultaneous display. [...]

On the evening of the 18 September, two hours after finishing his tournament game, Alekhine gave a simultaneous display in aid of the Red Cross. He played against 25 of the best players in Munich and had a very tough session. In five hours, he scored 12 wins, nine draws and four losses.>
