Played at the AF Hotel in Baku, Azerbaijan 19-27 September 2013, as part of a festival organized by the Azerbaijan Youth and Sport Ministry and the Azerbaijan Chess Federation. Oct-01-13  Troller: TWIC lists Smirnov as taking clear first with 7/9. Bit of a mess in the games here.
