  Tabanus: Everybody has <22nd> European Team Chess Ch which is correct for the Open section but for the women it is the 13th. The 1st was in Debrecen in 1992. + Olimpbase.

Or maybe it was just because the players' registration of the American Federation was not accepted by the Europen Chess Union.
