White to move wins.

Feb-07-20  Nov8: <HC> where's thr mate
Feb-07-20  s0030135: 1. Bd5+ Ng2 2. Ba8! h3 3. Kb7 N-any 4. Kc7+ Ng2 5. Kc6 etc. until the White king arrives at f3 in a staircase manner, and then Kf2+ Ng2 Bxg2+ hxg2 Ng3# would be mate.
Feb-07-20  Cheapo by the Dozen: <Nov8>, if you're asking about the game, then ... Re8+ is what devastates White. If you're asking about the puzzle position in the comments, the idea is surely to give a bishop check after which Black interposes at g2, then to let Black out of stalemate by blocking the bishop with the king, then to check again via a discovered check, and so on as the king approaches h1 until actual mate becomes possible. But I haven't worked out the details.

Yuridmi: Staircase Checkmate! Thanks Honza Cervenka, an excellent puzzle. It's almost a "helpmate" problem from the "Fairy Chess" world
