It seems you refuted your own comment.

Exchanging rooks on g8 just puts the Black king back in check. If ...Ke7 then Qf6+ is decisive.

It's Black to move in the final position. White can ignore most other 26... Black tries and threatens to play as you suggest: 27.RxRf8+ QxRf8 is all but forced and then she gets taken.

A completely different approach 26...Bxd5+ 27.cxBd5 goes nowhere.

Obviously then, Black can't prevent the bad news that's coming so he resigned.
