Maybe Prearrenged or not. Or maybe Shirov was content with a draw. Normally 10. Nd5 is played here

  plang: Played in the last round. Shirov was 1/2 point behind Anand; Kasparov was a full point behind so both could benefit from a win. 9..h5 was new and was voted the 2nd best opening innovation in Informant #72. Kasparov had played 9..Nc6 against Anand in their draw at Dos Hermanas 1996. Kasparov could have played for complications with 14..Rh6 though after 15 Bxb8 followed by Qe1 he felt that White would have had a small advantage.
