One pawn down - surely not a good enough reason to resign?

Bf4,hxg2 (18.Rxe7,gxf1(Q)19.Bxf1,Bxe7 20.Bg3,Nc5! 21.dxc5,Bxc5+ 22.Bf2,Bxd5 23.c4,Bxf2+ 24.Kxf2,Rxh2+ 25.Kg3,Rxd2 26.cxd5,R8xd5 with slightly better prospects for black.) The main line is 18.Kxg2,gxf4 19.Rxe7,Bxe7 20.Nf3,Nf6 21.c4,Rdg8+ 22.Kh1,Nh5 with serious counter play for black. Granted black has to find these hidden resources and De vere obviously did'nt but resignation was not forced at move 16.
