Right, White is winning after 28.fxg3 fxg3 29.Rf6!, but then one needs to see that White King is safe after 29...Qh2+ (or 29...Rxd4 30.Qe3!▢) 30.Kf1 Qh1+ 31.Ke2 Qxg2+ 32.Kd3 axb6 33.Qxb6
With 28.Rfd1 Tringov was maybe expecting 28...Qh2+ 29.Kf1 Qh1+? 30.Ke2, and missed the blow 30...f3!!
