MissScarlett: From Steinitz's notes to the game E Schallopp vs Tarrasch, 1890 in the <New-York Tribune>, November 30th 1890, p.24:

<In the recent [Oct.18] simultaneous at the Manhattan Chess Club the editor introduced in a game against Mr. Hanham the novelty 3 Kt - Q2, which gives White's attack the additional advantage that the QBP remains available. But we find that Dr. Tarrasch previously adopted this new move in a game at the Manchester tournament, which, however, has only been published quite recently, and since the above mentioned simultaneous performance took place.>
