Well, both moves were probably better than 21.Nc3 but black is already better anyway. It is necessary to search an improvement for white earlier. White should avoid 18.Bxf8 (18.Bb3 with intention of c2-c4 was worth of consideration) and 19.Qf2 and 20.Rhe1 were probably also not optimal. It was better to leave f2 free for the Knight (let's say after 19.c3 f5 20.Nf2), and 20.Bb3 would have been more useful move than 20.Rhe1.

Maybe the young Magnus didn't have this modern 9...d5 Dragon line down yet or maybe little over eager in the 1st round but seems went too aggressive without taking proper precautions. More prudent is probably something like 18. Bb3 hindering any tricks down the b-file then after something like 18..Re8, 19. g4 covering the important f5 square. Seemingly without a lot Black can do and White with lot better DSB, arguably N, and structure, figure White's probably noticeably better.
