Hmm. It could be because they don't want to play anymore (or figures that the position has no advantage to any side), they're in a rush (to catch a flight maybe, but that's rare) or one player is trying to repeat moves hoping their opponent will blunder and gain an advantage (e.g. Hao was trying to trap Perez's queen).
