Now, let's go through the mechanics:

<The game is not automatically drawn if a position occurs for the third time one of the players, on their move turn, must claim the draw with the arbiter.>

Wiki's version (handier than FIDE's)

I find it hard to think how a flag could drop and a claim can be made simultaneously.

Perhaps White tried to claim the draw on an earlier move, Black rejected it, and play continued while awaiting an arbitor's decision.

Then White could flag, but really the end was already drawn. Now the final position:

is not the 3-peat position. Note the Black king on f8, you won't find three other positions like that.

Instead, note the position after 51.Ke3:

The Black king is on f7.

This is the position reached again after 53.Nf5 and 58.Ke2.

So, I claim this game ended in a draw (matching FIDE official result) at move 58.Ke2 on a claim by White.
