His opponent stops the clocks to ask the arbiter a question, possibly how do I know how many moves have gone as neither player is recording the game.

Sign language then seems to indicate the lad going, 'You will tell me...Yes?' to the arbiter. The arbiter agrees. All during this Bo Pang's eyes do not leave the position.

Bo Pang slightly misplays it (hark at me - suddenly the endgame expert but I have worked on this ending and am now showing off. However, I know, you know and Cassia definitely knows that I am going to botch up this ending if I ever have to play it.)

Bo Pang played 67.Ne6 and a move later we see the first signs of hesitation in his play as if realised he has made a very slight (nit pick) error.

67.Bd7+ mates a few moves quicker with best play and the pattern on the hasty 67...Kd8 68.Nb7 mate or Ne6 mate is good to know. It can easily be missed if you only have the mate with the King in the corner pattern in your rep.

Also remember you will have to do this after what could have been a tiring game, you may not have much time left and after a few slack moves you might not many moves left either.

White played 65. Be8. The "tempo move" 65. Bh5 seems better, intending 65...Kd8 66. Nb7+ Kc8 67. Kc6, or 65...Kb8 66. Bg4.

This inaccuracy aside, I agree with offramp's assessment of the White player.
