Some context would seem to be in order. According to 365chess dot com, Magdeburg was the site of two overlapping events: "German Masters" (a 10-player round robin won by Vincent Keymer) and "DEM" (a nine-round swiss won by Leonardo Costa). Although winning the latter was a fine accomplishment (especially for a ~14-year-old), characterizing Costa as that year's "German Champion" seems misleading.

It has the official title of

<93rd German Chess Championship Magdeburg 2022>

This comports with his German Wiki page (google translated):

<At the 93rd German Chess Championship in Magdeburg in 2022, Costa won, despite only being seeded 24th, in a field with several internationals and grandmasters , and won the title of German Master. [9] his qualifies him to participate in the (significantly higher-ranked) German Masters in 2023. [1] This was supposed to take place in Braunschweig in July 2023, but had to be cancelled due to financial problems of the German Chess Federation and instead took place in Rosenheim in December 2023. ...>

So it can be inferred that the <German Chess Federation> ran a Swiss to determine the champion that year, and so its not a misrepresentation to say he was German Champion (2022).

It's just that I found and still find it misleading because I think one would assume that a "championship" does not formally exclude the best players in the domain. Agreed. One tournament does not a champion make.

But sometimes there's practical restrictions, ARVO comes to mind. And given the Federation clearly was low on resources at the time - it's understandable that compromises were made.
