Shukhrat Marsovich Safin was awarded the GM title in 1999. He was Uzbek champion in 2001.

At the 2001 Tashkent Zonal, he finished second behind Pawel Kozur, but at the subsequent FIDE World Championship in Moscow was eliminated in the first round by 0.5:1.5 against Predrag Nikolic. Safin won the Uzbek individual championship in Tashkent in the same year. In 2002, he won the Dutch Open Championship in Dieren.

Safin played for the Uzbek national team at five Chess Olympiads (1996, 1998, 2000, 2002 and 2008), the World Team Championship in 2001 and twice at the Asian Championship (1995 and 2003). At the 1995 Asian Championships in Singapore, he received an individual silver medal for his score of 4.5 points from six games on fourth board as the Uzbek team took third place. Safin played club chess for the Uzbek club Chirchiq Chess. Safin participated in the Asian Club Chess Cup 2008 in al-Ain and scored 6 out of 7, the second-best individual result of all participants on fourth board, with an Elo performance of 2673.

Shuhrat Safin was the father of two sons and a daughter. He died of leukemia at the age of 39.
