Jun-23-14  zanzibar: This is Miloslav Foltys, the older brother of the better known (and just better) player, Jan Foltys.

Both brothers played in Zlin (1943), in the then occupied Czechoslovakia (at the time known as the Protectorate of Bohemia and Moravia). Miloslav went on to edit the tournament book:

Dr Miloslav Foltys: I. Zlínský Šachový Turnaj.

(If you see a Dr. associated with his name, it's Doctor of Jurisprudence and not Doctor of Medicine).

NIC gives his dob as 1904 (wish I could be more precise), and no dod.
