My assumption is that the games from the tournament's in which he plays are simply never submitted to chessgames. I'm sure it's not becasue they are never played.

But what determines what is submitted. There are games by quite weak players on the site.

FIDE made Crisan play a tournament when, I think, he had more games than Afromeev does.
