Maybe Black didn't want his rook to be passive but the move he played doesn't make a lot of sense. Instead of your idea I think Black should have tried 33...a4 34.ba Rc3 if he wanted to stay active. After 35.Rd5 Re3 he'll win one of the a pawns and have drawing chances and if White plays 35.Ke2 then 35...Ra3 and again one of the a pawns is hoovered. One more idea was that if White plays 34.Rd5 as in the game, 34...ab 35.ab Rc3 looks equal. The difference between this and the way that Black played to liquidate the queenside is that 33...Kg6 lost time.
