It was in Zagreb, 1965, "The Peace Tournament", won by Ivkov and Uhlmann (jointly), ahead of Portisch and Petrosian, Larsen, Gligoric, Bronstein.
This is what I think happened. Uhlmann was in the hunt for the first place, Minic needed to reach the GM norm. At the time, Draw suited them both, I think they didn't want to spoil each others chances. The Draw may have even been "pre-arranged".
On the other hand, although the position is in White's favour, there is no easy or simple way to win it. White has to be very careful not to allow Black a possible tactical counter-play with the annoying threat of <Bh5>, aiming at <Nf3>, with <h2> as a potentially weak spot.
Besides, both, late Minic (I knew him) and W.Uhlmann were true gentlemen :-)" ---
