Jun-25-22  Ulhumbrus: If White can't answer 9...Bg4 with 10 Qxb7 three alternatives to 9 Qb3 are 9 Re1, 9 Nc3 and 9 Nbd2.

Instead of 10 Bxe4, 10 Ne5 seems consistent, having played 9 Qb3 and so evaded a pin on the king's knight by the move 9...Bg4

The commentators remarks suggested that Rapport had not prepared the move 18...Bh3!!

That could explain it. Rapport may have gone too far trying to avoid a draw by repetition, in order to keep alive his chances of winning the candidates tournament.
