He wasn’t exactly losing after Rhf7+.
This was probably the time control, no telling how much time he had left.

Jun-20-12  Anderssen99: diceman: I pointed out 40.Qe4!! to those who like to see the strongest moves, not to criticise chess giants. Portisch is undoubtedly a superb player and I really like his elegant style.

Both moves win, as far as the time control, it was the last move for Portisch. Back then international events were played at 40/ 2 1-2.
