  fredthebear: In the ending, the White Kh2 must remain passively on it's square. The monarch dare not capture the h3-pawn it blockades. Otherwise, Rh1+ gains a tempo and clears the square to allow the b2-pawn to promote to queen forming a battery of protection on the 1st rank.

The White rook remains on the b-file threatening to capture the b2-pawn. It can leave the file to check the Black king from behind, but otherwise must return to the b-file to keep the Black rook tied down to the pawn's defense, blocking the path of it's own pawn. If White were to try "something else", Black instantly moves the rook from underneath the b2-pawn and promotes it next move.

With the White Kh2 stuck on it's square, and the rook committed to defending the b-file, the choice of moves is very limited. This zugzwang accounts for the silly looking White pawn's advance and underpromotion to bishop... simply the need to move. White does not have anything better.
