In answer to your first question, <38.Kh4> gets the White King out of the same line as his Queen. A better alternative at this point was to resign.

As for your second question, <22.Qe5?> gets the Bozo Award. <22.Qe7 Rg6 23.Qxd8+ Rxd8 24.g3 24.Nf3+ 25.Kf1 Nxe1 26.Rxe1 Bxa2 27.Ra1> appears to be OK for both sides. After <22.Qe5?> Black had only one good move (<22...Bxg2!>) and she found it.
