Well, its not as much of a mystery if you consider that after NxR, yes, black is up the exchange, but white will end up with a passer duo (2 connected passed pawns) and when he blockades on e4 with his bishop this duo can be advanced and become very dangerous. If i was white i would certainly offer the exchange for a pawn pair like that (on the C and D files).

For example, after the moves 20. b4 Nxe4 21. Nxe4 Bf4 22. Nxd6 Bxg4 23. Bd3 h6 24. Nxb7 Rab8 25. Nc5 Rfd8 26. c4 white has obtained a position like this...

That c4/d5 pawn duo is quite dangerous. After white gets in Nb3 and Be4 the pawns become mobile and white will win at least a piece for one of the pawns. Then its all over but the shouting.
