After 9...Nb8 10.[neutral move] a6 11.Ba4, I'm not sure how Black should continue. One thought is 11...d5, being that White cannot capture without allowing ...b5. Another is 11...exf4 12.Nxf4 d5. But in either case, it's not clear that the lag in developing Black's queenside will be outweighed by the vulnerability of White's light-square bishop (and this was without considering White 10th moves that would anticipate Black's plan).

Black's choice of 9...a6 strikes me as reasonable and practical, especially under a rapid time control.
