The problem get a "2e Bijzondere vermelding" in the problem tournament of the "Algemeen Handelsblad", see December 22, 1917.

I wonder about his chess interests and career. A "G.H.Goethart" of Winterswijk won second prize in the 4th class in Amsterdam, January 1, 1910.

A "G.H.Goethart Jr." won the only game in a 18-simul of Jacques Davidson on April 8, 1911. The same name appears as the winner of a 2nd prize in the 2nd class in Febraury 1911.

A "G.J.Goethart" played 1st class in 1910/11 and wins a 3 prize.

In the following years he often appears as problem componist.

In the whole decade of the 1920s I found him only once: as a problem referee together with Henri Weenink in 1926.

Then, beginning in 1933, a "G.H.Goethart" is a player of the second team of D.D., and from 1934-1942 he plays for the first team - that's quite strong (75 hits)! It is unusual to make an otb career, when you are over 40 years old, isn't it? D.D. is the well-known club from the Hague, that's were the problemist died in 1969.

Maybe one of the Dutch chess friends has an obituary that will shed light on this all.

Sep-04-13  DoctorD: Not certain if that award is correct, <thomastonk>, according to the Chess Problem Database Server, where it is problem number P1038818, and "Encyclopedia of Chess Problems" by Velimirovic and Valtonen, it received the 3rd, not the 2nd,"Bijzondere vermelding" (honorable mention). But reprints/databases can be wrong.

Goethart got both awards, 2nd and 3rd, for two problems, but your example got the 2nd.
