Artemijs Stabins was born in 1908 in Riga, Latvia. He graduated from Riga 1st Gymnasium (school) in 1927, and went on to study economics at the University of Latvia. Stabins was a talented chess player, winning the Riga Chess Club Championship in 1929. This earned him a place in the 1936 Riga Chess Championship, a strong tournament. By 1938 he was ranked 30th among all Latvian chess players, and took part in the 7th Latvian Chess Congress that year. The master section was split into two sections, with the top finishers from each earning a spot in the 1939 Kemeri international tournament. The Latvians at Kemeri who scored the best against fellow Latvians would be awarded the Latvian Chess Championship. Against such strong opposition, Stabins managed only 12th place in the 2nd section.

In 1944 Stabins fled to a German refugee camp, and took residence there after the war. In West Germany, Stabins competed in the Hanau-Latvian American Zone Championship (1947), and also the Hanau International (1947).
