White is more active but has trouble improving his position if black sits solidly instead of freaking out as in the game. For instance if 21..g6 22.♘e5 ♔g7 23.♘c6 ♕g5 24.♖c1 ♕f5 with surprising counterplay. 23.h4 in this line may be more promising.
