Black is Pawn up and white position is a ruin. 25. Rd3 a4 26. Rxc3 dxc3 27. Bxa4 Qd6 forces a win of piece, as white has nothing better to stop the threat Qxa3 with next Qb2# than 28.Qb4 Qxb4+ 29.axb4 Bxa4 etc. 25.a4 is a bit better but 25...b5 26.axb5 Bxb5 with intention Qd6 and a5-a4 looks quite convincing that white's game is hopeless.

Of course, instead of 13.Qe2? white should have played 13.Bxc4, instead of 14.Ka1 it was better to take the Knight.
