He reached this time 12.5 points from 14 games without loss and received 2000 pieces of cigarettes "Liltja Stengel" worth 60 Lat as 1st prize, which were kindly provided to the chess club by the company "Laferme". Riga 1930-1931 (23 December-23 January) Third Latvian Chess Congress/Third unofficial Latvian Chess Championship. The Latvian Chess Union did not officially declare the winner of a Latvian Chess Congress masters tournament to be the "Latvian Chess Champion" until the fifth Congress in 1934-1935. In addition, winners of Latvian Chess Congress masters tournaments were not permitted to compete in subsequent Congress masters tournaments until the fifth Congress in 1934, and then in all subsequent Congresses. Informally, most sources will begin counting the Latvian Chess Champions from the winner of the first Latvian Chess Congress- H. Matisons in 1924- but a more historically accurate counting would list the first Latvian Chess Champion as the winner of the Fifth Latvian Chess Congress- F. Apsenieks in 1934-1935.
In the Third Latvian Chess Congress <Petrovs finished 1st> in Division One with +13-0=0, then defeated Division 2 winner M. Feigins in the championship match +4-1=3. Petrovs was awarded the Latvian Master title.
