Reinhold Balins ( 1912 . On 13 March Riga - 1988 . On June 30 , Riga ) was a Latvian lawyer and chess player .
Biography
Born in 1912, John Baldan, a member of the 1905 Revolutionist (in the family. During the First World War he and his family evacuated to Smiltene , where Reinhold's mother died in 1916. In 1918 the family returned to Riga, during the Latvian SSR Janis Balņš was a war tribunal He escaped to Soviet Russia in 1919 and 1919. In 1920, Reinhold's cancer- lady was taken to his father to Russia, but died in 1923. Reinhold was placed in the Leningrad Children's House in 1924. His father was arrested and imprisoned in Gulag camps . 1 In 1929, Reinhold Baalņš graduated from high school in Leningrad, losing his left hand in the same year. In 1932 he graduated from the Leningrad Law Institute (now the Faculty of Law of the St. Petersburg State University ) and worked at the Internal Affairs Commission at Sverdlovsk .
In 1937 he was arrested by the NKVD "Latvian Operations" and, after interrogation, sentenced to five years' imprisonment in Gulag camps. He was the head of the Legal Department of the Uralugo Ural Coal Mining Company, and a legal adviser to the Iron Ore Trust Uralruda from 1939 .
During the Second World War in 1941, he was appointed Chief of the Legal Office of the Supreme Soviet of the USSR People's Commissars for Material Supply and Supply, Sverdlovsk, Legal Adviser of the Uralzolotopravsnab Ural Gold Trust Trust in 1943 . In 1944 he returned to Latvia with the Red Army and worked as a state arbitrator in Daugavpils , then in Riga.
After the end of the war from 1945 to 1948, Reinhold Baliņš was the Chief of Law Department of the Latvian SSR Council of Ministers . From 1948 he was a lawyer in Riga's 1st legal counsel, in 1955 he was criticized for "wrong" defense of his clients. 2
On September 30, 1987, he retired, died on June 30, 1988.

Been married twice, two sons from the first marriage. The eldest son Ermen Baliņš (1933-1995) 3 was an architect and musician.
Chess
He was also known as chess player and chess organizer. In April 1942, he organized a chess champion tournament in Sverdlovsk 4, including one of the strongest chess players in Latvia, Vladimir Petrov . 5After returning to Latvia, Balikis became President of the Republican Chess Section on November 16, 1944, and later worked as the Chairman of the Latvian SSR Joint Republic Chess and Checkers Club, and from 1959 he was a member of the Presidium of the Latvian SSR Chess Federation. In the late 1940s and the first half of the 1950s, Reinhold Baliņš also showed his best results in chess competitions, although he was only able to take part in the chess tournaments that took place in Riga because of his busy work. Already in December 1944, a Latvian and Estonian chess tournament was held in Riga , where Balts shared 5 - 7. The winner was Estonian Grand Master Paul Keress . The 1945 Baltic Chess Championship also took place in Riga. It was won by the strongest of that timeLithuanian chess player Vlad Mikens , but Balinese was ranked 12th. 6 In 1946, a category I chess tournament was held in Riga, where Balinese shared 3 - 4. place. 7 In 1946, under the leadership of Balys, a memorial to Frech Apsheniek took place 8, and in 1947, a memorial to Herman Matison . 9 In 1948 Baliņš became a chess champion in Riga 10 and represented the Latvian team in the first round of the USSR team championship. 11 14 times Baliņš has participated in the finals of the Latvian Chess Championship .
