I think we need some clarification here.
GK was probably one of the top 10 players of all time. Short's peak rating was 2712 (April 2004), whereas GK's current rating is 2812 and his peak was 2851 with a peak LIVE rating of 2856.7 in March 2000.

Classical games:
Garry Kasparov beat Nigel Short 24 to 2, with 26 draws. Including rapid/exhibition games:
Garry Kasparov beat Nigel Short 46 to 10, with 36 draws. Only rapid/exhibition games:
Garry Kasparov beat Nigel Short 22 to 8, with 10 draws.

Short made WCC challenger only because of the PCA break-away from FIDE, but we all knew it was NOT a match between world #1 and #2. There were MANY players rated higher than Short at the time (Short was world #19 at the time). Kaspy won the 1993 PCA match 12.5 to 7.5.
