Aug-20-14  Karpova: Tarrasch had a losing position and was in time trouble, so he said to Janowski: <Herr von Janowski, wir sind beide in Zeitnot, ich biete ihnen daher Remis an.> (Mr von Janowski, we are both in time trouble, therefore I offer you a draw). Janowski was also in time trouble, but a draw in such a position was unacceptable to him. However, he was surprised and enraged and subsequently made a weak move and the game actually ended drawn.

It sounds like Tarrasch knew it was improper to offer a draw in a worse position, so included the justification in the offer.

Overall, it is hard to say who was right. White has very few losing chances, so Janowski took it as an insult intended to rattle him.

No, Marco doesn't. He says that a weak move was the consequence (<war ein schwacher Zug die Folge>) right after describing Janowski's reaction to the draw offer. This may indicate (though not to 100%) that he made the weak move directly in response to the draw offer. So 37...Ke7 is probably a good candidate.
